City engages consultant for comprehensive plan

Seaside has chosen a consultant to develop a new comprehensive plan.

3J Consulting, a Beaverton-based company, was unanimously selected by city councilors on Feb. 13 to develop the plan. The new comprehensive plan will include new policies that incorporate views regarding housing, recreation, livability, economy, sustainability, housing affordability, coastal hazards and historic preservation.

Jeff Flory, the city’s community development director, said the city has been discussing a comprehensive plan update since 2021.

The city’s current comprehensive plan was adopted in 1983, he said. He requested proposals from consulting firms who specialize in updating comprehensive plans for coastal cities.

The city received three different proposals from various companies.

3J Consulting had the most reasonable cost, Flory said.

3J Consulting has previously provided planning services for the cities of Rockaway Beach, Garibaldi, Bay City and Gearhart.

3J Consulting estimated a cost of just under $150,000, less than one-half of a competing bid. Money has been allocated in the new city budget to start the project.

The first step, consultants said, will be to prepare for and participate in a kick-off meeting with city staff to review, refine and finalize the scope of the work.

“This will give us a good starting point of where we are right now and where we want to go in the next 20 years,” Flory said.
