County clerk certifies November election results

The Clatsop County clerk has certified the results of the November election.
Voter turnout in the county was 74%.
Astoria
Vance Lump, the owner of Astoria Wood Windows, was elected to represent Ward 4 on the Astoria City Council with 46% of the vote.
Lisa Morley, a retired behavioral science consultant, had 42%. Mimi Rose, the owner of a commercial building downtown, was at 12%
Ward 4 covers Uppertown, Alderbrook and Emerald Heights.
Andrea Mazzarella, a real estate agent, was unopposed in Ward 2, which covers the South Slope and parts of Uniontown.
A ballot measure authorizing the nonelected members of the city’s budget committee to set compensation levels for the mayor and city councilors was approved 71% to 29%.
Warrenton
Warrenton City Commissioner Gerald Poe was reelected in Position 1, defeating Brandon T. Williams, who has a background in construction, 55% to 44%.
City Commissioner Jess Sollaccio prevailed over Darlene Warren, an insurance agent, 52% to 48% for Position 2.
In Position 3, City Commissioner Tom Dyer won reelection over Melissa Cochran-Spivey, a licensed massage therapist, 62% to 38%.
A $12.5 million bond measure to finance a portion of the improvements to the city’s wastewater treatment plant was approved 52% to 48%.
A ballot measure prohibiting psilocybin-related businesses in Warrenton passed 56% to 44%.
Voters authorized the city to deed the old Hammond Library building to the Veterans of Foreign Wars Fort Stevens Post 10580 91% to 9%.
Gearhart
Gearhart Mayor Kerry Smith overcame a challenge from Robert Morey, a developer, 55% to 45%.
Paulina Cockrum, a former mayor and city councilor, beat David Savinar, an artist, 60% to 40% for Position 2.
City Councilor Sharon Kloepfer held off Patricia Roberts, a former county commissioner, 52% to 48% for Position 4.
A ballot measure renewing a five-year operating levy for fire and emergency services for the Gearhart Rural Fire Protection District was approved 63% to 37%.
Seaside
Heidi Hoffman, a former police officer, unseated Seaside City Councilor Randy Frank 53% to 46% in at large Ward 1 and Ward 2.
In Ward 3, Seamus McVey, an advocate for the homeless, topped Mark Hopman, the general manager of Best Western’s Ocean View Resort, 55% to 44%.
City Councilor David Posalski narrowly won reelection over Meagan Hughes, a real estate broker, 51% to 48% in Ward 4.
A ballot measure prohibiting psilocybin-related businesses in Seaside was approved 54% to 46%.
Cannon Beach
Erik Ostrander, who helps manage a hotel, and Deanna Hammond, a bakery owner, won two at large seats on the Cannon Beach City Council.
Ostrander received 38%, while Hammond had 30%.
Hammond prevailed for the second slot by just two votes over Mike Bates, an author and former corporate attorney.
An advisory vote on $7.8 million in bond financing to complete a $12.4 million renovation of a former elementary school was rejected 60% to 40%.
State House District 32
State Rep. Cyrus Javadi defeated Astoria City Councilor Andy Davis 52% to 48% in state House District 32, which covers the North Coast.
In Clatsop County, Davis, a Democrat, had a 50% to 49% edge over Javadi, a Tillamook Republican.
Presidential election
Former President Donald Trump defeated Vice President Kamala Harris in the presidential election.
In Clatsop County, Trump, a Republican, received 43% of the vote, while Harris, a Democrat, had 54%.
Harris had a 55% to 41% advantage over Trump in Oregon.
