School board ratifies Broadway Field lease agreement

The Seaside School District approved a 15-year lease agreement with the city for Broadway Field at a meeting of the school board. Work at Broadway Field began May 22.
As the school district seeks to meet a U.S. Department of Education Office for Civil Rights deadline to upgrade the fields to address Title IX violations, the agreement also lays out responsibility for future projects, including a locker room project at the Sunset Recreation Center.
On May 8, the city of Seaside approved a land lease with the school district, Penrod said at the school board meeting.
The land lease was developed through a collaborative process between Penrod and City Manager Spencer Kyle.
The lease agreement dissolves the previous agreement between the school district, city and park district.
This includes releasing the city of Seaside from their obligation to fund one-half of the field turf replacement. The district must use the property for a park or athletic field.
The lease rent is $1 per year, payable to the city.
“This essentially gives us what was originally done in the IGA (intergovernmental agreement) was the regular maintenance plus saving for replacement of the field,” Penrod said. “We want to put that in place.”
Broadway Field must remain open to the public for use when not reserved by Seaside School District or Seaside Kids.
The Herche Family Training Facility, a batting facility developed by Seaside Kids, will be relocated on the site and is included in the lease agreement. The skate park, playground, public restrooms and parking lots are not included in either agreement.
City building permits are expected the week of June 12, at which time a draft pricing plan will be presented prior to board consideration on June 20, school district project manager Brian Hardebeck said at the meeting. Pending state Department of Environmental Quality permits are anticipated by July 10.
The Broadway Field construction period is anticipated to run through Nov. 23, Hardebeck said.
Football and soccer fall sports will not be impeded during construction activities, he added.
A separate $1.25 million high school turf replacement project on the Spruce Drive campus is underway and continues through Aug. 1. Costs include construction, artificial grass surface, sports markings and a center logo.
