Stolen van pursuit injures three, knocks out power

Michael Socia, 24, was arrested Oct. 25 after taking police on a chase through Seaside and south onto U.S. Highway 101, before crashing into power poles near Knife River Quarry at milepost 24.

Socia, of Tillamook; a Seaside police officer, Jason Johnson; and a driver of a black SUV were treated for injuries related to the incident. Power outages were reported throughout the area from 3:50 p.m. to midnight.

Socia faces felony and misdemeanor charges of unauthorized use of a motor vehicle; eluding a police officer, a felony; multiple charges of hit-and-run and reckless endangering and driving under the influence of intoxicants, Police Chief Dave Ham said.

A white van, which was being loaded at the time, was stolen from 1475 N. Roosevelt, Ham said, and the incident was immediately reported.

A police officer saw the parked van at a surf shop on South Roosevelt and received confirmation that this was the stolen van, Ham said. When the officer turned on his siren and began pursuit, the van turned onto Roosevelt from Holladay Drive and sideswiped a parked vehicle.

The southbound van led police on a chase south of town, until they lost sight of the suspect on the curves near Circle Creek.

According to Oregon State Police, the van was traveling southbound when it drifted into the northbound lane and crashed into a black SUV head-on. The black SUV continued onto the gravel shoulder, hitting a telephone pole and coming to a rest. The white van continued southbound a few hundred feet before hitting the driver’s side of a blue Ford Ranger.

The Ford Ranger spun around onto the shoulder, hitting a power pole before coming to an uncontrolled rest on the southbound shoulder. The white van continued southbound a few hundred more feet before losing control, traveling across the northbound lane and also hitting a power pole. Socia fled on foot but was quickly apprehended by law enforcement.

Johnson suffered a hand injury during the foot pursuit.

Socia was treated for medical issues before being held in custody at Clatsop County Jail.

According to a Pacific Power spokesperson, power went out at 3:50 p.m., impacting about 380 customers. Power was restored to most at 5:20 p.m. with all power restored after midnight.
