City signs agreement with Kyle

The City Council approved an employment agreement with Spencer Kyle. Kyle replaces Mark Winstanley, who has held the city manager job since 2001.

The city manager is responsible for overseeing the day-to-day operations of all city departments, and advises the council on matters of policy, procedure and business.

“Basically, it has the typical language that you would see in an employment agreement,” Mayor Jay Barber said at Monday’s meeting. “It includes a commitment to an annual performance evaluation, which we’ve done with our current city manager. There are provisions in the agreement for termination and severance pay. And we worked through that in terms of how that would be handled.”

Kyle will receive $150,000 per year, plus a car allowance, relocation reimbursement, temporary housing allowance and additional health and vacation benefits. The city pays all employees insurance and benefits through the standard insurance retirement plan.

A relocation reimbursement is included, Barber said. “We recognize with Spencer moving from Utah there will be significant expenses with that.”

With Winstanley’s retirement this week, councilors unanimously appointed Assistant City Manager Jon Rahl interim city manager until Kyle’s start on or before Aug. 1.

Kyle and his family are relocating from South Jordan, Utah, where as director of administrative services, he helped manage 16 departments, including emergency management, parks and recreation and IT facilities.

Before moving to South Jordan, he served as assistant city manager for Saratoga Springs, Utah.

Kyle spoke to the council via Zoom.

“I am so excited,” he said. “I’m glad this moment has come. As far as I can tell, the city’s been going in the right direction for some time. I’m excited to be able to step in and continue on that trajectory.”

The Kyles are returning to Seaside this week for house-hunting.

“We’re excited to get out there as soon as we can and get going,” he said. “As I’ve said. to the mayor and council, I really appreciate the opportunity and the trust you are putting in me and I look forward to being able to work with you further.”
