July 10

9:16 a.m., 600 block S. Columbia: Caller reports someone is stealing patio furniture off his property; he calls back to say it’s not a thief, it’s someone he knows. No further action was requested.

6:58 a.m., U.S. Highway 101: A person is arrested for driving under the influence of intoxicants.

4:42 p.m., Convention Center parking: A woman reported yelling and throwing things around denies the behavior.

Three-car collision

Troopers responded to U.S. Highway 101 by Beerman Creek Lane July 4 at 3:59 p.m. for a report of a three-car collision. Investigation showed traffic was moving very slowly when one driver came up from behind, rear-ending another driver. That vehicle moved forward and struck another vehicle. Two people were transported to Columbia Memorial Hospital for injuries. Gary’s Tow removed two of the cars. The third was drivable. None of the drivers or passengers were local.

Fight reported

A man and a woman were reported physically fighting in a car July 5 at Hug Point in Cannon Beach. On arrival, there were no signs of injury but the man had a release agreement prohibiting him from having contact with the woman. The release agreement also prohibited him from using alcohol or marijuana, both of which had occurred. Ernesto Cruz, 38 from Hillsboro, was taken into custody to be lodged at the Clatsop County jail.

Motor home off road

A 32-year-old man and his motor home were not injured following an accident July 7 at 3:22 p.m., on Indian Beach Road. Police say the 1995 Sowi motorhome was traveling northbound on Ecola State Park Road/Indian Beach Road when it moved to the shoulder for an oncoming vehicle. The motor home drove off the road and down a steep embankment. The home was not damaged and the driver wasn’t hurt. Burdon’s Towing arrived to make plans to remove the motor home. Park rangers were notified.

Parole violation

State police stopped a blue Ford truck on U.S. Highway 26 near milepost 13 July 8 at 9:12 p.m., for speeding; on investigation it came to light the driver, Cody Joseph Ostermeier, 31 from Seaside, was wanted on a warrant for a parole violation. He was cited for speeding, driving with a suspension and failure to show proof of insurance. He was transported to and lodged at the county jail.

Menacing

Police responded July 8 at 9:14 p.m., to a report of menacing on U.S. Highway 26 near milepost 1.5. An ongoing family dispute they say led to a road rage incident and alleged menacing with a BB gun between two family members. All witnesses to the incident are related. A 4-year-old passenger was in the car. Involved is a 34-year-old Seaside man. The case is being referred for potential criminal charges.

Minor injuries

On July 10 at 12:40 p.m., state police responded to a report of a three-vehicle crash on U.S. Highway 101 at milepost 24. Minor injuries were reported. Police say all vehicles were traveling northbound when a Chevy Volt collided with a Chevy S-10 causing the S-1 to collide with a Ford F-360. Two vehicles were able to be driven from the scene. The driver and passenger of one of the vehicles chose to drive themselves to the hospital and were discharged with minor injuries. Another vehicle was towed to the tow yard by Gary’s Towing. One driver was cited for following too closely.

Domestic situations

Troopers went to Seaside police headquarters July 13 at 2:29 p.m., to interview the victim of an assault that occurred on Arcadia Beach. The victim, a 48-year-old Portland man, said his girlfriend hit him, causing injury. State police looked for the woman, 52, from Vernonia, at the beach but couldn’t find her. An investigation is continuing.

A 38-year-old Gearhart man was reported physically out of control at a home on Dawson Road in Warrenton July 13 at 7:31 p.m. Troopers on arrival were assisted by a Clatsop County Deputy to calm the situation. No injuries were reported and no one was arrested or transported from the scene. As law enforcement is aware of challenges this family faces, long-term solutions were discussed with family members.

Car chase

State police were pursuing a blue Subaru station wagon reported stolen on U.S. Highway 26 near milepost 18 on July 14 at 6:11 p.m when the Subaru increased speed and began driving recklessly in an attempt to elude police. For safety reasons, the pursuit was suspended. The car was located soon after unoccupied on U.S. Highway 6 near Timber Road. A person matching the description of the driver, later identified as Justin Emanuel Hill Sistrunk, 39, was seen walking eastbound. He was arrested and transported to the Clatsop County jail for eluding, driving with a suspended license, unauthorized use of a vehicle, reckless driving, and failure to report as a sex offender.

Intoxicated driving

Troopers arrested Peter Anthony Owen, 37 of Portland, July 15 at 3:54 a.m. on U.S. Highway 26 near milepost 4 for driving while intoxicated/alcohol and reckless driving. He was observed driving out of his lane. Gary’s Towing towed his car and his dog taken to the Clatsop County shelter by a Clatsop deputy who was on scene. Owen requested and consented to a blood draw and was given a courtesy ride home by the trooper after being processed at Seaside police headquarters.

Truck stolen

A Portland man called state police July 18 at 4:22 p.m. to report his 1990 Nissan truck was stolen from where he’d broken down while driving. He said he parked on U.S. Highway 26 at the intersection of Red Bluff Road and was making arrangements with his insurance company and his tow company to get the vehicle towed. He said the truck never made it to the mechanic and the tow company never picked it up. Police gave him paperwork reporting the vehicle stolen.

Car break-ins

A 40-year-old man reported July 18 at 2:15 p.m. his locked car was broken into while parked in the parking area at Saddle Mountain State Park. A custom mountain bike was stolen and his Honda CRV damaged.

On July 18 at 4:58 p.m., a Portland woman told state police her locked Hyundai was broken into while parked in the same area as the illegally entered Honda. She said things were taken belonging to her and her California friend. Her car was also damaged.

Reckless driving

A Texas man was arrested July 18 at 5:35 p.m., on U.S. Highway 26 at milepost 11 westbound. Cesar Kevin Santana, 27, from Houston, was pulled over for reckless driving at which time he showed signs of impairment and voluntarily agreed to take a standard field sobriety test. His poor performance on the test led to his arrest; a search of his vehicle turned up a loaded firearm under the driver’s seat. Santana’s breath sample indicated his impairment wasn’t alcohol related and he agreed to further testing and was found to be impaired by controlled substance. He was issued criminal citations and released.
