Two seats on the Gearhart City Council will be on the ballot in the 2014 general election Nov. 4.

Positions 1 and 3 in precinct 25 are up for election this year. The positions are held by Gearhart councilors Al Carder and Joy Sigler.

City Council positions in Gearhart are numbered, but councilors are elected at large; anyone in the city may run for an open seat. City Council seats carry four-year terms.

Those interested in running for an open position must file a petition containing six certified signatures, although at least 10 signatures are recommended to ensure that at least six can be verified by the county, said Chad Sweet, Gearhart city administrator and election official.

The deadline to file a petition is 5 p.m. Aug. 26. The Clatsop County Elections Office, however, recommends that potential candidates turn in signatures by Aug. 11 to ensure the validation process is completed before the filing deadline. The elections office verifies the signatures.

Prospective candidates also must complete a candidate filing for nonpartisan nomination, or an SEL 101 form, and a portion of a candidate signature sheet, or SEL 121. The two forms should be filed and approved by Gearhart’s election offical before a petition is circulated for signatures.

Other forms are required if a candidate plans to spend or receive more than $750 on her or his campaign; they must be filed electronically with the Oregon Secretary of State’s office.

All forms and information packets are available at Gearhart City Hall, at 698 Pacific Way.

To be eligible to run and hold office, a candidate must have resided in Gearhart for at least 12 consecutive months prior to the election and must reside in city for the duration of the term.

Sigler, who has served as a councilor for one term, said there is a 99 percent chance she will not seek re-election.

“There’s a 1 percent chance I would, given certain conditions,” she said, adding as explanation, “My standard of honesty exceeds political expediency.”

Carder definitively is running for re-election.

“I just haven’t turned in paperwork, yet,” he said.

The last day to register to vote in the general election is Oct. 14. Official ballots will be mailed Oct. 15 through 17.
